Australia

It's important to note that the Northern Territory has a different reporting system, with animal cruelty reports directed through the NT Government's Animal Welfare Branch via phone or online: You can call 1300 720 386, email animalwelfare@nt.gov.au or submit a report online. In an emergency, call NT Police on 131 444 or 000.[1]

Canada

Ontario

  • Provincial Animal Welfare Services (PAWS): Call 1-833-9-ANIMAL (1-833-926-4625). This line is available 24/7 for reporting animals in distress.[2]

British Columbia

  • BC SPCA Animal Helpline: Call 1-855-622-7722 between 8:00 a.m. and 6:00 p.m., seven days a week. For emergencies outside these hours, contact your local police or the Conservation Officer Service.[3]

Alberta

  • Outside Calgary and Edmonton: Call the Alberta SPCA at 1-800-455-9003 - Choose option #1.
  • Calgary: Contact the Calgary Humane Society at 403-205-4455.
  • Edmonton: Call Animal Care & Control Centre at 311.[4]

New Brunswick

  • NB SPCA: Call the confidential 24/7 hotline at 1-877-722-1522 to report animal cruelty or neglect.[5]

Newfoundland and Labrador

  • St. John’s: Call 311 or 709-754-2489. For farm animals, contact the Department of Natural Resources. In urgent cases, reach out to your local RNC or RCMP detachment.[6]

Ireland

ISPCA (Irish Society for the Prevention of Cruelty to Animals)

New Zealand

Contact the SPCA New Zealand for concerns about companion animals:

SPCA inspectors are authorized under the Animal Welfare Act 1999 to investigate complaints and prosecute offenders.[7]

For injured or distressed native wildlife, contact the Department of Conservation (DoC):

DoC manages issues related to native species, including marine mammals and protected birds.

Singapore

If you witness an animal in immediate danger or distress, call 999 to contact the police.

You can also contact Singapore SPCA to make a cruelty & welfare report.

While the SPCA does not have enforcement powers, it collaborates closely with authorities to investigate cases.[9]

Animal & Veterinary Service (AVS), under the National Parks Board (NParks), is the government agency responsible for animal welfare enforcement.[10]

Northern Ireland

USPCA (Ulster Society for the Prevention of Cruelty to Animals): Investigates organised animal cruelty and works with local councils and authorities.

For companion animal neglect, contact your local council. For wildlife crimes, call the Police Service of Northern Ireland (PSNI) at 101, or 999 in emergencies.

United States

In the United States, reporting animal cruelty primarily involves contacting local authorities and animal welfare organizations. While national organizations provide resources and support, the investigation and enforcement of animal cruelty laws typically fall under the jurisdiction of state and local agencies.

Contacting your local animal control, humane society/SPCA, or police department by phone is a primary method for reporting, especially for urgent situations. Look up the non-emergency phone numbers for these agencies in your local area. For emergencies, call 911.

National Organizations

  • ASPCA (American Society for the Prevention of Cruelty to Animals): Provides resources for recognizing and reporting animal abuse. In New York City, you can report suspected abuse by calling 311; for crimes in progress, call 911.[13]
  • Humane Society of the United States (HSUS): Offers guidance on reporting animal cruelty and can direct you to local resources.
  • PETA (People for the Ethical Treatment of Animals): If local authorities are unresponsive, you can report cruelty to PETA at 757-622-7382.[14]

Farm Animals and Commercial Facilities
